“E quem me escuta?” Efetivação da justiça social no bairro Bacuri em Imperatriz (MA) pelo Bolsa Família

Abstract

RSUMO: Este trabalho intitulado “E quem me escuta?” Efetivação da justiça social no bairro Bacuri em Imperatriz (MA) pelo Bolsa Família é proveniente do estudo e da pesquisa realizada pelo discente Ramon Santos Lopes, e por mim, José Henrique Sousa Assai, orientada, por ocasião do Programa Institucional de Bolsas de Iniciação Científica (PIBIC) (2023 – 2024) no Curso de Ciências Humanas (LCH – Campus Imperatriz). A pesquisa parte de um ponto básico e fundamental: o aporte teórico-prático da teoria crítica (TC) e da filosofia social. Nesse sentido, recepciona-se a triádica composição da pesquisa crítica (teoria crítica) – diagnóstico, análise e correção – no intuito de investigar a efetividade da justiça social oriunda do Programa Bolsa Família. Sob o aspecto de uma TC, a justiça social passa a ser concebida enquanto aquela condição mínima de existência social, isto é, a realização dos bens e direitos sociais. Levando em consideração o que conteúdo supracitado, este artigo visa compreender a efetivação da justiça social no bairro Bacuri em Imperatriz (MA) pelo Bolsa Família (BF) a partir da escuta aos que são beneficiários do programa. Tendo em vista a grande espacialidade do bairro Bacuri, tomamos por referência a parte do bairro que é mais próxima da ponte Dom Affonso Felippe Gregory que liga ao Tocantins. Posteriormente, foi feito a pesquisa de campo no Centro de Referência de Assistência Social (CRAS) do bairro Bacuri, para obter dados quantitativos, e também nas residências do bairro em questão, com a finalidade de fazermos um levantamento qualitativo, na forma de entrevista aberta.__Abstract: This article, entitled “And Who Listens to Me?” The Implementation of Social Justice in the Bacuri Neighborhood in Imperatriz (MA) through the Bolsa Família Program, originates from the study and research conducted by the student Ramon Santos Lopes, under my supervision, as part of the Institutional Program for Scientific Initiation Scholarships (PIBIC) (2023–2024) within the Humanities Program (LCH – Imperatriz Campus). The research is grounded in a fundamental theoretical and practical foundation: critical theory (CT) and social philosophy. In this sense, the triadic structure of critical research (diagnosis, analysis, and correction) is adopted with the aim of investigating the effectiveness of social justice promoted by the Bolsa Família Program. From the perspective of CT, social justice is understood as the minimum condition for social existence—that is, the realization of social goods and rights. Considering this framework, the article seeks to understand the implementation of social justice in the Bacuri neighborhood of Imperatriz (MA) through the Bolsa Família Program (BF), based on listening to the voices of the program's beneficiaries. Given the large geographical area of the Bacuri neighborhood, we focused on the part closest to the Dom Affonso Felippe Gregory Bridge, which connects to Tocantins. Field research was subsequently conducted at the Bacuri neighborhood’s Social Assistance Reference Center (CRAS) to collect quantitative data, as well as in the homes of residents in the area, for a qualitative survey in the form of open interviews.
