Violações de direitos de crianças e adolescentes em Codó- MA: uma analise a partir do relatório do conselho tutelar municipal de 2024

Abstract

RESUMO Este artigo apresenta uma análise dos casos de violações de direitos de crianças e adolescentes registrados pelo Conselho Tutelar de Codó- MA, no período de janeiro a dezembro de 2024. O objetivo central é compreender a natureza das denúncias realizadas e identificar as formas de violência mais recorrentes. A pesquisa adotou abordagem qualitativa, fundamentada na análise documental do relatório anual do Conselho Tutelar, que consiste na principal fonte de dados. Para sustentar a reflexão teórica e interpretativa, o estudo dialoga com a Leis 8.069/1990 e 13.431/2017, que instituíram o Estatuto da Criança e do Adolescente (ECA) e o Sistema de Garantia de Direitos das Crianças e Adolescentes. Estas leis discutem a proteção integral de crianças e adolescentes e as políticas públicas de garantia de direitos. A metodologia consistiu em examinar os registros oficiais, categorizando os tipos de violações mais incidentes e relacionando-os às discussões acadêmicas sobre a efetividade do ECA e do Sistema de Garantia de Direitos. Os resultados apontam para a predominância de casos de negligência e violência sexual, evidenciando fragilidades na rede de proteção local e a necessidade de ações intersetoriais mais eficazes. Conclui-se que as análises dos dados não apenas revelam os desafios enfrentados pelo Conselho Tutelar, mas também reafirma a urgência de fortalecer políticas públicas e estratégias de prevenção à violência contra crianças e adolescentes.ABSTRACT This article presents an analysis of cases involving violations of the rights of children and adolescents recorded by the Child Protection Council (Conselho Tutelar) of Codó-MA, during the period from January to December 2024. The central objective is to understand the nature of the reported incidents and to identify the most recurrent forms of violence. The research adopts a qualitative approach, grounded in documentary analysis of the Council’s annual report, which serves as the primary data source. The theoretical and interpretative framework is supported by Brazilian Laws 8.069/1990 and 13.431/2017, which established the Statute of the Child and Adolescent (ECA) and the System for Guaranteeing the Rights of Children and Adolescents. These legal instruments address the principle of comprehensive protection and the implementation of public policies aimed at safeguarding rights. The methodology involved examining official records, categorizing the most frequent types of violations, and relating them to academic discussions on the effectiveness of the ECA and the rights guarantee system. The findings reveal a predominance of cases involving neglect and sexual violence, highlighting weaknesses in the local protection network and the need for more effective intersectoral actions. It is concluded that the data analysis not only exposes the challenges faced by the Child Protection Council but also reinforces the urgency of strengthening public policies and preventive strategies to combat violence against children and adolescents.
